Make expired tests more robust

Some Memcached tests occasionally fail on Travis. I assume because
PHP & Memcached are slightly out of sync time-wise. If the threshold
is only 1 second, only a couple of milliseconds can have unexpected
effects.
This should make those tests more robust.
