Update emails to promote VPN & Relay (#2296)

* remove "Resolve this breach" CTA from breach email

* move HIBP attribution to top of email footer

* add VPN/Relay product promos to email reports.  Breach alerts and other emails should remain unchanged.

* update email faq design for consistency

* update and relink legacy email mockup style

* remove VPN/Relay product promos for emails with zh-CN locale
