Fix #50: Better verify()/build()

* Fix #$6: Better Commands With `/usr/bin/env`
* During pakit operation, pakit's 'paths.link'/bin folder will always be
at the front of $PATH for Commands and subprocesses.
* All non-relative Commands (NOT './exec.sh') will be executed against
'/usr/bin/env', force lookup for best matching command on $PATH.
* Decorate both build() and verify() from Recipes.
* Decorator allows pre_build/post_build functions to be called
before/after actual build function (same for verify()).
* Decorator will chdir into source_dir for build().
* Decorator will chdir into a temp dir for verify() allowing
arbitrary recipe verification like linking libs or file writing/parsing.
