Add tests for event broadcast when creating, joining and leaving groups

 * To make testing easier, the JSON serialization of
   the queue data has been moved from groups/views.py to
   the NSQ wrapper in queue.py

   This makes it possible to test that the expected Mock
   instances were passed to publish()
