ebda: support intel multi processor specification

To support multicore, it is not enough to increase the number of vCPU threads
in the KVM, it is necessary to comply with the Intel Multiprocessor
Specification [1]. The initialization procedure based on this specification
can be analyzed from the source code of the Linux kernel [2].
