indicate the minimum perl requirements in configure-requires, so it also ends up in Makefile.PL

Apparently some cpan clients (cpanm included) are not checking the runtime
perl prereq soon enough, so we get all the way to running tests and exploding
badly before we discover that the perl is too old -- and cpanm-reporter
interprets that as a FAIL, rather than a N/A.
