fix the problem of having a hanging query when there are fragments with recursive dependencies and large amount of output data.
For example, if fragment A shuffles a large amount of data to fragment B and vice versa, there is a possibility that both fragments have OUTPUT_AVAILABLE = false due to full Netty write buffers, so that they both are not ready to be executed and the query hangs. This fix uses a heuristics to solve the problem: increase both low and high watermarks of write buffers when it happens.
