Added "pip install -r requirements.txt"

Also made a note about the need to use sudo on the pip commands.

Suggestion: perhaps we can link the "virtual environment" to some manual about python virtualenv?
Known issue: inconsistency between database setup steps 2 and 8. Perhaps add "psql -d template1 -c 'create extension postgis;'" to step 2 and get rid of step 8.
