Use workflowId to query the results in nflow_workflow_state (#458)

* Use workflowId to query the results in nflow_workflow_state

using workflowId in the query will yield into faster response, because now it searches through the all actionId regardless of the workflowId which takes time.

* Fix problem spotted by tests

* Update Release notes
