Updates to bdbag_utils.py and corresponding docs.
1. Optimize create_rfm_from_url_list and head_for_headers to reuse a HTTPFetchTransport object and its cache of requests sessions instead of creating a new HTTPFetchTransport for every request.
2. Allow a bdbag config file instance to be passed to create_rfm_from_url_list so that the transport-specific parameters can be specified, if needed.
3. Add --streaming-json as an output option for create_rfm_from_file.
