Update the error response during custom CR provisioning failure. (#1345)

* Update the error response during custom CR provisioning failure.

During provisioning failure, the existing logic returns a generic
error message to the user after exceeding threshold count of
retries. This commit modifies the description to instead
return the input error message if not empty, else the generic
message is returned.

* Add unit test to validate the error message for provisioning failure.

* Add check for StatusError during instance provisioning.

StatusError is encountered when validation of the resource fails at the
time of provisioning. In such cases we don't need to retry, and error
code 422 can be returned.
