Attempt to optimize the speed of /ambassadors/

The get_ambassadors_for_countries() was way too inefficient and the
/ambassadors/ page became too slow when we added more countries.

Resolves #424

The get_main_ambassadors() and get_not_main_ambassadors() were not very
efficient as well and are currently not needed until we figure out how
to implement the "main" ambassador flag and the role field.
