Release 0.2.1:

* Allow non-compatible metadata to be used with warning. Merge titles from embedded metadata.
* A common property with an invalid @language is an error, not a warning.
* Implement full timezone support.
* Use `Template` instead of `Transformation` as type of transformation.
* Ignore lineTerminators when parsing CSV, as it's incompatible, and :auto works well.
* Always issue a warning if metadata is found which does not describe the CSV.
* Separate UAX35 bits into a separate module.
* Better Regexp generation for UAX35 number patterns.
* Ensure that URI encoded names are UTF-8, not ASCII.
