Unifying Injector creation (#916)

* Unifying Injector creation

Keywhiz constructs the injector differently between the actual service and tests, and some pieces of the system (commands) manually assemble dependencies. This change implements a unified construction path so that Injector behavior is consistent across the codebase.

The initial motivation for this change is needing to add a new dependency to a command and discovering that it wasn't using Guice at all but rather manual constructor calls.
