Optimize image size

Avoid installing recommends, instead inline required packages
(openssh-client, rsync), drop python-dev as all compiled deps are now
installed via APT so pip doesn't need to compile anything.

Also clean up package cache as this needs to be refreshed in derived
images if they need to install anything anyway.

This saves ~172.8M.
