Puma tuning and log creation fix on staging/production (#32)

* Updated puma to 5.4.0; enabled s couple of useful new features

* Updated the docker file to include the image to enable updating docker hub image manually

* Added comments explaining puma features

* Added clause to create log directory if it does not exist in staging and production

* Removed 2.6.7 from rvm since we are not supporting earlier versions of ruby anymore with this app

* Added recent stable version of bundler to travis config

* Reload rails cache redis connection pool on_worker_boot
