teststuite: wreck: add test for top-level env

Add a test to ensure nomimally support "top level environment"
works, and that per-job environment overrides top-level env.

The top-level env is stored in lwj.environ, and is considered
the base env from which all lightweight jobs inherit in the wreck
prototype.
