Chore: add source map to static build

TL;DR - Improvement to developing javascript using webpack build:
update webpack config
update environment variable
add helper for retrieving webpack generated assets
update doc for hot reload
update karma to use production config for testing
added new generated file
update eslint for webpack
update documents for debugging
adding exception around load_static
Update docs/developers_guide.rst
