fix project creation:

- ProjectSerializer.outputs should be read_only from the dashboard
- initial work to distinguish between two data directories, internal and
  external that stem from something like /opt/miracle/internal and
  /opt/miracle/external. The internal directory should contain the
  uploaded submission information packages and archival information
  packages and the external directory will contain filesystem structures
  amenable to being mounted by the DeployR and Radiant docker instances.

TODO: can the DeployR and Radiant docker instances use the same FS
structure?
