ci: disable ARBORIST_DEBUG on most builds

The debug checks are extremely important to run _sometimes_ in CI, but
they add CPU work to the point where the tests time out and cause socket
failures occasionally in mac and windows environments.

Set it explicitly in the tests that require it.
