add option to disable gifts

Call tub.setOption("accept-gifts", False) to disable handling of
"gifts" (third-party references). Inbound calls which include these as
arguments will errback with a "Violation" exception, as will outbound
calls that include one in the return value.

With gifts disabled, outbound network connections will only be provoked
by calling Tub.getReference() to a new tub.

Closes ticket:126.
