add undelete method to Agency, VulnerableOccupiers to Issue

change delete method to use POST rather than DELETE as the fixflo
API docs state that the DELETE should include a content body, which
is a contentious issue not only in API design but also in handling
by some webserver. since they support a POST to delete we will use
that instead

update tests to reflect above changes, bump VERSION for CPAN release
