Merge branch 'master' into api-keys

* master:
  Fix test - make sure it passes as part of the suite.
  Add tests for packs views API endpoints.
  update changelog
  Allow action-alias delete and create from CLI
  Update affected test.
  st2 packaging: make ST2PKG_VERSION lazily parsed from __init__.py if not defined
  Make files and file controller more safe and robust - don't allow users to retrieve files which are larger than max_file_size bytes in size.
  Fix pack files view controller - make sure we exclude binary (non-text) files in the response.
  Fix packs endpoint - allow user to retrieve packs and pack files by ref or id and not by name or id.
