* Add AllowedSkillsClaimsValidator for Issue 5285

* Modify constructor to match AllowedCallersClaimsValidator pattern of not throwing an exception.

* Change to ILIst<T> and added unit tests.

* Add missing copyright statement.

* Corrections for code review items.

* Added some comments describing the new behavior
