client: Refactored resource management on Grunt base

 * Moved out bower_components from app (will be copied required elements)
 * Translation management is a part of resource management now, generate
   .po and temporary .js files automatically
 * Merged and cached .html files of partials to a temporary .js
   (cleaned up routing.spec.js)
 * All external resource will merge with production code and temp .js
   files, then minify
 * Auto switched .min resources in index.html and suffixed with version in
   production mode
 * Moved grunt from devDeps to deps in package.json
 * Followed up changes in package.sh
 * Removed unnecessary utils .sh scripts

Reduced loading time from ~1.7s to ~0.7s (in production ~0.6s)
