ci(semantic-release): have semantic-release compile and commit dist files

Rather than relying on individuals to do this step, have semantic-release take care of it. (We may
eventually want to move away from committing the dist files to GitHub entirely, but for now this is
at least an improvement.) This also gets rid of the shared git hook which had been created to
enforce folks compiling the code before committing, which is now no longer required.
