Modify testem to use grunt from node_modules.

This change prevents having to install Grunt globally, which should help
prevent conflicts between projects that require different versions of
Grunt.

It's unclear why, but testem also stopped working on Travis CI.  It still
runs correctly on CircleCI, so I just removed running the JS tests from
our .travis.yml file.
