JavaScript/SCSS make target cleanup. (#1635)

* chore: replace javascript/scss targets with static

sass make target was removed a while ago without supporting doc updates.
This renames the javascript target (uses webpack to build both js/scss)
to make static and updates docs accordingly.

* chore: bump version to 3.5.5
