* feat: Add APIs to retrieve waiting step data.

* feat: Add waiting step details API

This endpoint queries the users that are in the waiting for peer reviews and annotates some extra information that is used in the Waiting Step Details dashboard (in the instructor dashboard).

* feat: Make AssessmentCell reusable

* feat: Allow passing extra context dict to JS

* feat: Implement `Waiting Step Details` page

This commit introduces a new page, accessible through the instructor dashboard that allows managing learners stuck waiting for peer reviews.
It embeds a React component in the instructor dashboard and makes use of paragon components.

* test: Add React tests for new views

* build: Update travis image to focal

This implicitly upgrades the node version used in the tests and allows running the newer paragon/react code without issues.

* feat: Version bump

* chore: Update translations

* chore: Update static assets
