Merge tag '3.1.0' into dev

3.1.0: improvements for bans, mutes, and AniList

Features:
- AniList: ongoing shows now show the release date of the next episode,
  where available, instead of "unknown" as the end date
- Moderation: you can now pass IDs to ban non-members.
- Mute: added units for weeks, months, and years

Bug fixes:
- General: failure because of lacking permissions is properly indicated,
  instead of generating a generic "an error occurred" message
- Mute: setrole now actually works, instead of breaking the database if
  you try to use it to change an existing role
- SauceNAO: angle brackets and spoiler bars are no longer wrongly
  considered to be part of the URL, enabling the command to work with
  spoilered images or those with embeds hidden
