Build: Enable `--cache` for the eslint command

Also remove some unused eslint-disable directives.

I considered setting `reportUnusedDisableDirectives: true` in
eslintrc.json, but haven't done this now because the eslint-disable
directives in /src/cli/require-qunit.js are sometimes used and
sometime not, depending on whether the build has been run yet, which
would be confusing otherwise and leaving a few unused directives is
not something I think we should be overly worried about :)
