feedback files: Add support to associate feedback files by test run (#5209)

* Added association between `FeedbackFile` and `TestGroupResult`, making both this and the previous `Submission` association optional.
* Introduced new `FeedbackFilesController` with a `show` method to display all feedback files, removing the existing `SubmissionsController#get_feedback_file` method.
* Display feedback files as part of the `TestGroupResultTable` component for both student-run and instructor-run tests. Now, the "Feedback Files" tab in the results view will only show feedback files that are *not* associated with test runs.

Resolves #3697.
