fix(crl+crj): support accented vowels as equivalent to double vowels in crl and crj

crl_equiv and crj_equiv map romanized to syllabic and do further normalization,
but they did yet recognize â, ê, î, and û as equivalent to aa, e, ii and uu. Now
they do. Because we specifically want these four rules applied first in a way
that then feeds into the other roman->syll rules, they had to come first, and I
had to change the configuration to as-written instead of apply-longest-first,
which then required re-ordering all the rules by hand, to make sure the
superstring inputs got processed before their substrings, when appropriate.

These changes were done in consultation with Del Torkornoo from the Algonquian
Dictionaries and Language Resources Project
