Include public key used to verify signature in JWS protected header as a JSON Web Key (JWK).

The `rsa-pem-to-jwk` module requires the public key to be in the `RSAPublicKey` PEM format.  We were not using this previously.  Use the following OpenSSL command to create the appropriate RSA public key PEM file from an RSA key pair PEM file:

    openssl rsa -in private-key.pem -RSAPublicKey_out -out public-key.pem
