Adjust helper for slightly different implementation of interval

d3.time.interval always rounds to the full hour
time.interval does not.
so we need to adjust for that
use time.interval.floor method to adjust for that
e.g. if the current time is 14:23:01 time.minute(currentTime)
will result in 14:00:00
