add config option for agent role when not running in standalone mode

when not running in standalone mode, each yabgp peer should have a role tag, there are
three tags: SRC for source, DST for destination and BOTH for both directions. SRC means we
will learn some routes from this peer, DST means we will send some BGP update to control this
peer, and BOTH for receive and send
