* Introduce Record `.pick` and `.omit`

To help DRYing runtype declarations. Also following TypeScript built-in mapped types' naming conventions.

* refactor: move the code into record.ts

* refactor: use variable length parameters instead of single array

* fix: use `enumerableKeysOf` instead of `Object.keys`

* refactor: use more semantic code

* test: enhance tests

* docs: update readme

* fix: proper typing for zero arguments

* test: add cases for zero arguments
