tests: initial release of infrastructure

* Introduces initial Python package and testing infrastructure.  Uses
  standard Pythonic installation commands (`python setup.py develop` or
  `pip install -e .`) and testing commands (`python setup.py test`).
  (closes #21)

* Provides an example test case for `claimstore.core.get_schema()`.

* Adds code coverage reporting, PEP-8 and PEP-257 compliance checks.
  Amends Travis CI configuration to run these tests as well.

* Adds initial `tox` configuration.  Use `tox -e py34` to run the tests
  locally.  Or, when using docker, run `docker-compose run --rm web
  python setup.py test`.
