[ENG-2556] Allow more email domains in validation (#725)

## Purpose
- Allow more email domains to be accepted for preprint users

## Summary of Changes/Side Effects
- Update email validation regex to remove hard-coded allowed domains and use a more generalized email validation regex

## Testing Notes
- Please make sure that the email domains listed in the ticket are not rejected in the `Add author by email` section of the preprint submission process.

## Notes for Reviewer
- the regex used in this PR was taken from [this stackoverflow thread](https://stackoverflow.com/questions/46155/how-to-validate-an-email-address-in-javascript). It's not the easiest to read I feel, but I think it does what is needed without being too loose on the validation
