Add a custom deploy condition so we only deploy from the first job in the matrix.

This avoids deploy errors on ppc64le jobs.
This means we can remove the `skip_existing: true` flag since only one job should attempt to deploy.
I think we can also remove the `all_branches: true` flag since we have `tags: true` set - only tagged builds are deployed and branch is ignored.
