Add missing fields to /annotate's response (#277)

* Add ISO subdivision codes/names to the geoloader and API

Also, fix tests.

* Do not use aetest context when testing (which was not used anyway)

* Use dist: bionic in .travis.yml

* Add "region" field back into the API's output.

This allows the parser to keep working after this version of
annotation-service is deployed.

* Add AS names and CIDR fields + fix tests

* Change regexes back to their previous value to download all the files.

* Update Dockerfile to include the data folder in the final image.

* Actually fix merge conflicts.

* Populate the Missing field when there are no ASNs

* Remove empty init().

* Add comments.

* Add comments and unit tests for CIDRRange
