Handle correct event for confirming that a component stop was completed on Asterisk 13

The event is AsyncAGIStart, rather than AsyncAGIExec. Without this, this handler does not get triggered and later handlers are thus blocked. It manifests as weird deadlocks in AGI commands after a barge because this handler only then gets triggered, blocking the handlers associated with the completion of that later command.
