Adding secondary validation checks (pre-flight) (#184)

SlpPreflightCheck.query() performs a double-check of the validity of an unbroadcasted transaction using bchd's CheckSlpTransaction endpoint. This allows us to check multiple validator implementations before signing and broadcast of any transaction.
