bindings/lua: update msghandler to new apis

Problem: the old Lua "msghandler" interface is one of the last
users of the deprecated flux_msghandler_add() interface from
libcompat.

Update mshandler internally to use flux_msg_handler_t interface,
but don't touch the external API to avoid too much work.
