Implements the xblock generate_report_data method (#1350)

This method is used when rendering the Problem Response CSV report on the Instructor Dashboard.
Implementation allows instructors to download details on submissions and assessments.

Other related changes:

* Fixed quality issues, and adds pylintrc
* Bumps version to 3.3.0

Updates translations to add new report column labels

Ran:

    make extract_translations compile_translations generate_dummy_translations

Adds TZ to datetimes

Adds "Assessment Score Earned" column showing the total score for the assessment
