Curator::Configuration class (#120)

* create Configuration class and replace refs to ENV vars

* specs for Curator::Configuration

* use bpl-dev as development ARK_NAMESPACE

* refactor restore version spec to avoid StaleObjectError

* more refactoring of restore version spec

* experimental fix for StaleObjectError in Travis build

* yet another attempt to fix travis-only StaleObject spec failure

* increment lock_version before saving reified object

* use a unique object for version-restore spec

* make 'restoring previous version' pending for now

* update ark_config specs to match ENV vars
