* Add csv endpoint to get file of factories

- Add GET endpoint at `/api/csv/factories.csv`
- Add `csv` crate
- Add `Row` type to serialize factory name + address to csv
- Add endpoint to main server and test server
- Add unit tests for file writing and for the endpoint

* Update factory csv file endpoint

- Change format to be one row per factory-cert combo
- Include organization id
- Include certificate standard name and valid dates
- Add unit tests for new format

* Handle bad timestamps on conversion to csv files
