Layouts: store subscription setting "ignoreLocal" correctly

This kind of widget environment settings should be handled completely by
the WindowMaker. The API used by a layout though, doesn't allow this at
the moment. Since not storing this setting breaks a common workflow
after a stored link has been opened (clear 3D Viewer through Selection
Table), this minor hack has been used for now.

Fixes catmaid/catmaid#2067
