* upgrade spring-boot from 2.2.7.RELEASE to 2.4.2

As dependabot failed, I give it a try:

spring-boot.version 2.4.2

Had to take out ".withBean(HttpClientAutoConfiguration.class)" in HttpClientAutoConfigurationTest, otherwise
 There is already [Generic bean: class [de.dev.eth0.springboot.httpclient.HttpClientAutoConfiguration]; scope=singleton; abstract=false; lazyInit=null; autowireMode=0; dependencyCheck=0; autowireCandidate=true; primary=false; factoryBeanName=null; factoryMethodName=null; initMethodName=null; destroyMethodName=null] bound.

Removed unused dependencyManagement entries

* Only execute openssl when not on a PR

Due to https://docs.travis-ci.com/user/pull-requests#pull-requests-and-security-restrictions we cannot run openssl on PRs/ MRs
