add vulnerability status "Pending"

I wasn't aware that Clair also uses "Unknown" for actual
vulnerabilities. So whenever a vulnerability report contains an
"Unknown" vulnerability, Keppel would get confused and think the
scanning is not done yet. We now use "Pending" to mark that scanning is
not done yet.
